rulebook updates may ’21

Updates in this version:

• new tables for Sky Countries travel in the Supplement
• updated sailing rules including different weather probabilities and some terminology changed
• more formal 4-watch timekeeping during overland travel
• spell description update to Transmute Rock to Mud to an area that cannot be reduced
• clarification to fires caused by spell research
